The National Highway Traffic Safety Administration has opened an investigation into Tesla's Cybercab, the driverless taxi that Elon Musk began offering rides in only a day earlier.

The agency, part of the Department of Transportation, opened the probe. The Cybercab is designed without a steering wheel or pedals, relying entirely on Tesla's self-driving software to move passengers. That design places it at the center of questions about how vehicles built to operate without human controls fit within existing federal safety rules.

Tesla launched the service, and the government moved to examine it a day later. Reuters reported that Musk has been pressing against the boundaries of current regulation as he expands Tesla's robotaxi ambitions, deploying vehicles that the rules were not written to anticipate.

For Tesla, the Cybercab represents a bet on a future in which cars drive themselves and the company earns money from rides rather than only from selling vehicles. Musk has framed autonomous driving as central to Tesla's long-term value. Investors gave the latest update a cool reception. Tesla's stock fell after the rollout, with Wall Street analysts describing the announcement as underwhelming relative to expectations.

Not every voice on Wall Street shared that assessment. Market strategist Mike Khouw called the Cybercab a potential game changer and described how he was positioning trades around Tesla, a reminder that the company's prospects remain a subject of disagreement among those who follow it closely.

NHTSA has authority to review vehicles for safety defects and to determine whether they comply with federal motor vehicle safety standards. Vehicles without traditional driver controls raise novel questions under those standards, which generally assume a human operator is present and able to take over.

Several companies are developing autonomous vehicles, and the regulatory framework governing them is still taking form. The Cybercab review adds to the questions regulators face as they weigh how existing rules apply to cars built without a place for a driver to sit.

Tesla continues to operate its robotaxi offering as the review proceeds.
