Canada and the European Union are moving toward closer cooperation, a shift that both sides describe as a response to trade pressure from the United States under President Donald Trump.

At the center of the effort is Canadian Prime Minister Mark Carney, who has embraced a proposal that would draw Canada into a tighter relationship with the EU, including the possibility of associate membership. Carney and European officials have framed the initiative as an attempt to build what they call an "Alliance for the Future," a grouping of what some officials describe as "middle powers" seeking to reduce their exposure to shifts in American policy.

The conversation comes as Trump has renewed threats of tariffs and other measures against Canada, part of a broader campaign to reshape U.S. trade relationships. Rather than backing away, Carney and his European counterparts have signaled they intend to deepen their own ties.

Trump responded directly to the prospect. He said that allowing Canada to become an associate member of the EU could amount to a "hostile act," a characterization that placed the negotiations squarely within the larger dispute over trade and alignment.

What associate membership would actually entail remains unsettled. The EU has various tiers of partnership short of full membership, and the details of any arrangement with Canada have not been finalized. Both Ottawa and Brussels have described the talks as exploratory.

Not all observers view the Canada–EU effort favorably. Commentary from the American right has questioned the strategy, arguing that a closer Canadian relationship with Europe carries risks for Canada.

The negotiations remain in early stages, and no formal agreement has been reached.
